PPAW1 Wind Farm: A Major, Highly Complex Project Advancing on Schedule
RIVIÈRE-DU-LOUP, Québec. (October 16, 2025) – The partners behind the Pohénégamook–Picard–Saint-Antonin–Wolastokuk (PPAW) wind farm, Invenergy and the Alliance de l’énergie de l’Est, provided an update today during a site visit highlighting the project’s progress. Construction is advancing on schedule, in full compliance with environmental commitments, and with a focus on maximizing local and regional economic benefits. The project is scheduled to be commissioned to begin delivering electricity to Hydro-Quebec by December 2026.
The event was held in the presence of Amélie Dionne, Minister of Tourism, Minister Responsible for the Bas-Saint-Laurent Region and Member of the National Assembly for Rivière-du-Loup–Témiscouata; Mathieu Rivest, MNA for Côte-du-Sud; Michel Lagacé, prefect of the Regional County Municipality of Rivière-du-Loup and President of the Alliance de l’énergie de l’Est; as well as representatives from Invenergy, Marmen Énergie, and general contractor CRT-FGL.
Since the start of the year, land clearing has been completed by a local company and a Wolastoqey-owned business. Work on access roads, work areas, and wind turbine foundations is well underway. Deliveries of components from the Port of Gros-Cacouna to the storage yard in Saint-Antonin along Highway 85 are nearly complete, while transport of tower sections manufactured by Marmen Énergie in Matane began in September. Each day, more than 400 workers converge on the site, where the work sequence is both complex and meticulously coordinated. A particularly impressive and delicate phase began in recent weeks with the assembly of the wind turbine towers. The construction team’s goal for the season is to erect three of the six tower sections for about twenty of the 56 turbines. The remaining assembly operations will continue in 2026.
Under the direction of CRT-FGL, a consortium of Québec-based firms from Lévis and Saguenay serving as general contractor, all supplier teams have demonstrated exceptional discipline in executing and sequencing the work to ensure compliance with health and safety measures, environmental commitments, and the construction schedule leading to commissioning of the wind facility in December 2026.

The PPAW wind project was awarded Best Renewable Energy Project at Nergica’s Renewable Energy Symposium last June and was also a finalist for Canada’s Innovative Clean Energy Project of the Year, presented by the Canadian Renewable Energy Association (CanREA).
